The meeting was called to order at 6:00 p.m. by Chairman Allen Altman, with the welcome and reading of the vision statement.

Member Armstrong shared the thought for the day, followed by the Pledge of Allegiance to the Flag.

Present were Chairman Allen Altman, Vice Chairman Cynthia Armstrong and board members Colleen Beaudoin, Alison Crumbley, and Megan Harding. Also present were Kurt S. Browning, Superintendent and ex officio Secretary to the Board, and Dennis Alfonso, attorney for the board.

The chairman asked for a moment of silence for the families of Paul Nemetz, Maintenance Department; Victoria Ortiz Cartagena, student, Cypress Creek High School; and Marco Demastrie, Transportation Department.

5.1 Public Comment (Agenda Items Only) The chairman said there were no speaking request cards. No public comment emails were received on action items. Any public comment emails received on non-agenda items will be a part of Item 17.1.

5.2 United School Employees of Pasco Don Peace, President, USEP:

• USEP is in the process of contract ratification; thanked Superintendent Browning for taking a stand against DOE regarding impasse and for working collaboratively with USEP through the collective bargaining process.
• Thanked school board members for prioritizing raises for all employees; all employees will receive a fair settlement including $10 minimum wage for SRP and additional paid leave time due to repeated COVID-19 events.
• Thanked senior staff for working out details and language in MOUs.
• Other priorities to be addressed: vaccines for all employees, still falling short financially of surrounding districts and asked again to fast track the process of a ballot initiative referendum to supplement salaries and programs, have conversations with local legislators to prioritize properly funding public education.

5.3 Board Member Committee Reports

Cynthia Armstrong:

• Employee Health and Wellness: the district is on the 2020 Healthiest 100 Workplaces in America list at 47th place; there has been a 148% increase in enrollment in tobacco cessation this year.
• FSBA Advocacy, FSBA Legislative: due to strict COVID protocols, the best time to reach legislators is not during session but in the "off" weeks; outdoor meetings will be held when the weather is warmer; need to make sure the public and legislators understand that federal CARES funds being received are used for COVID expenses, not to replace lost revenue; budget cuts are anticipated.
• The Annual Day in Legislature is scheduled virtually on March 5; board members can earn CBM points and receive updates on issues and trainings.
• The district is working with the Pasco County Health Department to vaccinate school board employees who are over 65.

Alison Crumbley:

• Pasco Education Foundation (virtual): STAR awards are postponed until September; February is the 30th anniversary of the Foundation and they will be rebranding; giving away 100 scholarships this year totaling approximately $250,000; the next fundraiser will be held outdoors on March 5 at the 4G Ranch (update: the event has been canceled).

Megan Harding:

Career Advisory Council (virtual): discussed charter and by-laws; took nominations for the executive committee and individual advisory boards; information will be sent to board members.

Colleen Beaudoin: None.

Allen Altman:

• Large Cap Project Review.

5.4 Kurt S. Browning, Superintendent of Schools

Working with the Pasco County Health Department regarding COVID vaccines for our 65+ employees; anticipate implementing the program within the next 3 weeks for interested employees.

Graduation rates were released last week; the Pasco grad rate increased 1.6% to 89.9%; the rate has increased 14% since 2013; three high schools posted gains greater than 5% (Pasco HS, Wendell Krinn Technical HS, Fivay HS); thanked Dr. Monica Ilse for her leadership; also thanked Ramon Suarez in Student Support Programs and Services.

Made surprise visits at work sites to announce the Teacher of the Year, SRP of the Year, NNB of the Year, and District Administrator of the Year; thanked the Foundation for their support; the recognition events and celebration dinner will be held in August or September to better align to the appropriate school year; dates will be provided to school board members when confirmed.

Toured Starkey TLC and K-8 school with district and county staff; Betsy Kuhn will schedule a tour for school board members in March.

Read a thank note from Lucy Butler (Bexley ES), first place winner of the Eighth Annual Clerk and Comptroller's Constitution Essay Contest.

5.5 Ray Gadd, Deputy Superintendent

Ray Gadd: Excused absence.

Kevin Shibley:

• Noted that addenda has been added to Item 10.1 Personnel Recommendations in BoardDocs.
• Noted that addenda has been added to Item 12.1 Allocations Changes 2020/2021 in BoardDocs.
• Reported that DOE is waiting for school board approval on Item 10.3 Teacher Salary Increase Allocation Distribution Plan; the plan does not represent the entire salary settlement for teachers or SRP, but is the portion of the $13 million allocated specifically to raise the minimum teacher salary and provide partial increases to teachers not part of the allocation; both contracts for ratification will be submitted for board approval in February along with NNB/Administrator recommendations. In answer to Member Beaudoin's question regarding raises for nurses (Let's Talk comment), Mr. Shibley confirmed that non-classroom and veteran teachers will be participating in the new minimum teacher salary and eligible for the 3% salary increase (if not impacted by the new minimum salary); thanked the board for prioritizing local district resources to provide a minimum 3% increase to all employees. Superintendent Browning thanked Mr. Shibley and his team for their work.

Betsy Kuhn:

• Noted that a representative from JE Dunn Construction was in the audience for any questions related to Item 10.3 Construction Management GMP Amendment #2 (Hudson Middle School Renovation: JE Dunn Construction).

Kim Moore:

• A proclamation for CTE Month has been submitted for school board approval tonight.
• The CTAE team has completed Program Advisement meetings with most middle and high schools; several more programs will register as career academies beginning with the 2021/2022 school year; more information in upcoming workshop.
• Second semester MSOL course content has been created and uploaded to 19 priority courses for 109 classes (14 high schools, 8 middle schools, Marchman Technical College, and James Irvin Educational Center).
• The Career Advisory Council held its second meeting with 36 members in attendance; the charter and by-laws were approved and members volunteered for positions on the executive committee, subcommittees, and program advisory board.
• Participated in the Innovation and Acceleration Work Group to propose middle/high school initiatives for student success and equity in advanced coursework and industry certifications.
• Will be participating in the annual "Celebrate Youth - Celebrate Education" National School Choice Week Expo at Safety Town on January 23 with a display and handouts for the drive-thru event.
• Collaborating with Junior Achievement of Tampa Bay for this year's JA Inspire Expo (February 2- May 2); expecting 40,000 students to participate in the virtual event.
• Approval to accept a donation from Pasco Hernando State College is included in tonight's agenda; the equipment will enhance the Pharmacy Tech program at Hudson HS.
• Two free webinars for high school teachers and students were a part of the ongoing Cyber Florida: Operation K12 Initiative in partnership with FCIT.
• Pasco County Schools was one of 22 education entities to receive a Strengthening Career and Technical Education Through Entrepreneurship Education and Training (EET) grant. The competitive grant will help to expand and increase the rigor of entrepreneurship education in CTE programs and provide students with the skills needed to start, operate, and scale an enterprise.
• The first edition of "The Download", a newsletter for only CTE teachers, has now been published.
• Six students from Wendell Krinn Technical HS participated in the National Youth Cyber Defense Competition finishing at the platinum level this year.
• Adult education graduations will be held next week on January 26 (east side) and January 28 (west side); congratulations to the graduates.

Olga Swinson:

• Noted a revised attachment was added to Item 12.6 Resolution to Authorize Schedule 16 to the Banc of America Capital Master Lease Agreement for the Purchase of Sophos Anti-virus Software in BoardDocs (minor change; same terms and conditions).

Vanessa Hilton:

• Pasco is a pioneer in the area of remote proctoring in K-12 districts. By using Proctorio software, the district was able to proctor assessments remotely. After a successful practice exam, the plan was implemented in all secondary schools as a part of the fall administration of District Finals.
• The Pasco Science and Engineering Showcase is going virtual this year on January 30; judges will use an online platform that connects judging teams to student scientists in zoom style rooms with clickable judging rubrics; she invited board members to judge the event; more information to follow.
• The first Early Release Day of the year was held last week with the district developing and hosting learning sessions for 5,000 leaders, teachers, and staff, focusing on adult social-emotional learning, self-care and wellness; thanked Lea Mitchell and her team for their efforts.
• Started new standards training after hours for teachers and leaders; thanked OLL for spearheading this effort.
• As part of the state approved Spring Educational Plan, schools have reached out to families regarding options for semester two, particularly families of students who are struggling or not making progress in MSOL. As part of the Plan, the Extended School Day program, using state GEER Funds to cover costs of instructional support, is being submitted for board approval. Students needing additional support in reading and/or math will be invited to participate in ESD. The program will start on February 1 and run Monday through Thursday afternoons, with an option of Saturday school for secondary students. Transportation and snacks will be provided. A monthly progress monitoring report will be shared with families so everyone is well-informed on how students are progressing. This data is also required to be reported to the state. She thanked district directors, school leaders, and staff who worked to develop these tools and resources for students. A question and answer discussion followed - MSOL students will have to attend in person (state requirement); attendance is not compulsory but the invitation to attend ESD will strongly encourage participation; ESD attendance is limited to what grant funds will cover and the ability to staff the program; instructional models are being created for teachers to utilize rather than having to plan the work themselves; after an in-depth look at the data, statistics on brick-and-mortar vs. MSOL will be shared with board members.

Marcy Hetzler-Nettles:

• VFW Post #10167 hosted a Patriot Pen writing contest in 2020; two of 3 places were awarded to students at Paul R. Smith MS.
• Melany Meta, 8th grade student at Pine View MS, was the winner of the 2021 Art in the Capitol contest; her artwork will hang in the Capital building until the end of March. Artwork from Pasco County finalists will hang in State Representative Ardian Zika's office in building 4 at the district office. Copies of the artwork were shared with board members and added to BoardDocs.
• Recommendation: Kelly McCormick, assistant principal, Seven Springs MS.
• Recommendation: Devan Figliomeni, principal, Seven Springs MS. Kim Poe: Recommendation: Kerri Leahy, assistant principal, James M. Marlowe ES.

Monica Ilse:

• Thanked staff in Student Support and Programs for placing students and helping them be successful and graduate from high school; also thanked administrators and teams for their hard work.
• Gulf HS received an exemplary sportsmanship report for boys basketball; the information was submitted by a referee after watching a game.
• Wesley Chapel HS student Ana Qureshi took second place in the Nineteenth Amendment essay contest, sponsored by the U.S. District Court Middle District of Florida and Tampa Bay Federal Bar; she won $1000 for her essay; her AP World History teacher received a $500 grant; Land O' Lakes teacher, Dr. Jennifer O'Connor-Podraza, was recognized for the second most essay submissions to the contest with a $300 grant.
• The 700/800 wing is complete at Zephyrhills HS and looks great; a grand re-opening will be held in the future; now re-working the 100/300 building; the school also received a $5,000 grant from EOS to support AP Computer Science work.
• The Office for Leading and Learning is sponsoring the first virtual College and Career Information session; public and private universities will share information with students and families about their schools and what they have to offer.

Discussion: Member Harding said she is grateful for the opportunity for the Hudson community. Member Beaudoin thanked staff for continuing to include the youngest learners when making decisions for student success. Superintendent Browning read a Let's Talk email comment received from Meghan Sajko, who was concerned about transitioning students from elementary to middle school; he will forward the comment to board members. He reassured the public that the transition will be a safe environment, similar to the transition when Shady Hills ES was being renovated and students were moved to Crews Lake MS, which was very successful. Member Crumbley said one of the benefits of the plan was students progressing together through the years. Chairman Altman suggested creating and sharing a video to the Hudsom community of SHES/CLMS parents who had the same concerns a few years ago.

Attended a girls soccer game last week; both teams played their hearts out (and in the rain). Colleen Beaudoin: Joined the Superintendent in surprise visits to announce the Teacher of the Year, SRP of the Year, and NNB of the Year.
