Local Education Agency (LEA) Definition of a Local Education Agency (LEA) An LEA representative/designee is defined by the Individuals with Disabilities Education Act (IDEA 2004, Section 614 (d) (1) (B) (iv), as someone who is:
- 1. Qualified to provide, or supervise the provision of, specially designed instruction to meet the unique needs of children with disabilities;
- 2. Knowledgeable about the general curriculum; and
- 3. Knowledgeable about and authorized by the local educational agency to commit the available resources
The individual acting as the LEA must meet all three criteria.
The LEA refers to the local education agency. Ultimately the Superintendent is recognized as the LEA representative. The Director of OSSPS is the Superintendent’s LEA designee and, at the school level, the Principal is designated as the LEA designee for that school.
