What Is Open Enrollment?

Open Enrollment offers you the opportunity to review your current benefit elections to ensure that they meet your needs and those of your family and elect benefits effective the new year.   This year's open enrollment for benefits effective January 1, 2019 - December 31, 2019 is a "passive" enrollment.  This means that if you want to continue your current benefits for the 2019 plan year, you are not required to reenroll during open enrollment.  Exceptions to the "Changes Only" enrollment, if you have a medical or dependent care flexible spending account (FSA) and want to keep it, you must acknowledge for 2019.

Steps to a Successful Open Enrollment

  1. Review your current benefit elections in Employee Self-Service:  If you are happy with your current benefits, you are not required to reenroll during open enrollment.  Print a copy of your current benefit confirmation statement for your file and future reference if needed.
  2. Changing or Making New Benefit Elections:    If you make new benefit elections or changes to your current benefit elections, you must complete the entire enrollment process and click the submit button.  You must print a copy of your benefit confirmation statement as confirmation of your 2019 benefit elections.
  3. Flexible Spending Accounts (FSAs):  If you have a medical or dependent care FSA and you want to keep it for the 2019 plan year, you must reenroll during open enrollment.
  4. New Allstate Policies:  If you currently do not have an Allstate policy and wish to elect a policy for the 2019 plan year, you must seek the assistance of a Sunbelt Enrollment Counselor by contacting Sunbelt at 1-800-822-8045 or the Open Enrollment Call Center at extension 4-2024 or 813-794-2024.
  5. Remember:  If you make changes to any one benefit, you must complete the entire enrollment process and print a copy of your 2019 benefit confirmation statement.  It is important that you print a copy of your benefit confirmation statement for your records.  You will be asked to provide a copy of your benefit confirmation statement should a question arise about your benefits enrollment.

What happens if I do not re-elect benefits during Open Enrollment?

If you do not reenroll or make new benefit elections, all of your current benefits for 2018, excluding your FSA, for you and your dependents will continue for the 2019 plan year.

How do I change my current elections or enroll for the first time?

To change your current benefit elections or enroll for the first time in the medical, dental, vision, supplemental life, dependent life, personal accident, cancer,, hospital indemnity, legal, disability or flexible spending account, you must access Employee Self Service at https://mss.pasco.k12.fl.us/ess/ ( link also available on the District's homepage) from any computer beginning October 1, 2018 through October 31, 2018. If you leave the enrollment system before submitting your elections, your choices will not be saved.

Once you have completed your changes, it is important that you print the confirmation statement for your records. Changes you request during open enrollment will take effect January 1, 2019. The plan year begins on January 1 and continues through December 31. Benefit elections made during Open Enrollment are generally binding for the entire plan year. You may not make any changes until next year’s Open Enrollment period unless you have experienced a qualifying change in status event (e.g., marriage, birth, adoption, etc.) and notify Employee Benefits of such a change within 30 days from the date of the qualifying event.

Newly Hired Employees

Newly hired employees who become eligible for benefits during the months of October, November, and December have the following options: enroll one time for 2018 benefits which will continue into 2019 ( with the exception of a medical and/or dependent FSA requiring enrollment each Plan Year) or complete a separate enrollment for both 2018 and 2019.

When is Open Enrollment?

Review Your Options and Make Your Choices

  1. Review the benefit summaries online of the benefits offered for the coming year.
  2. During open enrollment, you may contact:
    • The Sunbelt Call Center at (800) 822-8045, if you need to ask detailed questions about how a particular dental, vision, group term life, legal, FSA or any Allstate product.
    • The Patty Nguyen, onsite Florida Blue representative at 813-794-2492, if you have questions about the group medical or pharmacy benefit plan.
  3. Log into Employee Self Service to review your current elections and make changes for the new plan year.
