Criteria for the District School Board of Pasco County’s Board-paid Retiree Group Health Insurance Premium

Regular or Early Retirement:

The Board agrees to contribute the same amount toward a retiree’s health insurance premium (medical, dental, and prescription drug coverage) each year as it does towards a regular employee’s premium. This contribution will begin upon retirement and continue until the retiree is eligible to receive Medicare benefits. This contribution is contingent upon the retiree meeting all of the following conditions:

  1. 30 years of service under the Florida Retirement System (FRS) or at least 25 years of service under FRS and is at least 50 years of age at retirement;
  2. at least 20 years of service in the District;
  3. contributes his or her health insurance subsidy received from the State of Florida toward the cost of this medical premium; and,
  4. continues to participate in a Board-sponsored health plan after his or her retirement.
Disability Retirement:

If an employee retires because of full disability, the Board agrees to contribute the same amount toward the retiree’s health insurance premium (medical, dental, and prescription drug coverage) each year as it does towards a regular employee’s premium. This contribution will begin upon retirement and continue until the retiree receives Medicare benefits or twenty-four (24) months have elapsed from the date of retirement, whichever comes first. This contribution is contingent upon the retiree meeting all of the following conditions:

  1. ten (10) years of creditable service under the Florida Retirement System (FRS);
  2. at least ten (10) years of service in the district;
  3. must be approved for full disability retirement under FRS and have provided the district with proof of application for full disability retirement under the Social Security Administration;
  4. contributes his or her health insurance subsidy received from the State of Florida toward the cost of this medical premium; and
  5. continues to participate in a Board-sponsored health plan after his or her retirement.
Retiree Health Opt-Out Program:

The Retiree Health Opt-Out Program is available only to those retirees who are eligible for Board-paid group health insurance in accordance with applicable contract language or school board policy and who are enrolled in a comparable major medical health insurance plan through another carrier.

When a retiree enrolls in the Retiree Health Opt-Out Program, the Board will pay the retiree the current value available to active employees ($1,200 annually/$100 monthly). Such amount is subject to federal income tax. Retiree Health Opt-Out payments are issued annually in December or upon termination of eligibility, whichever occurs first. Payment is based on the number of month(s) that a retiree participates in the Retiree Health Opt-Out Program. A participant in the Retiree Health Opt-Out Program will not be required to contribute to the Board his or her FRS Health Insurance Subsidy.

A participant in the Retiree Health Opt-Out Program may reenroll in the Board-paid group health insurance plan only if he or she is no longer covered by another major medical health insurance plan. Retirees wishing to reenroll in the Board-paid group health insurance must provide the following information to the District’s Employee Benefits Department, within thirty (30) calendars days following the date of cancellation or termination of the other major medical health insurance plan

  1. a written request to reenroll,
  2. completed enrollment form(s), and
  3. a letter from the previous major medical carrier or employer stating date of cancellation or termination of coverage. The letter must be on letterhead from the major medical carrier or employer, include the cancellation or termination date of coverage, and signature of the benefit administrator of the major medical carrier or employer.

The effective date of coverage of the Board-paid group health insurance coverage will be the first day of the month following the submission of the written request, enrollment form, and related documents. The District does not guarantee continuous health coverage.

A retiree who fails to reenroll in the Board-paid group health insurance plan in accordance with the guidelines set forth in the above paragraph will remain in the Retiree Health Opt-Out Program until Medicare eligible or January 1 following the next regularly scheduled District School Board of Pasco County open enrollment period, whichever comes first.

Employee Benefits and Risk Management wants all employees to be healthy, in mind and body, so they can be ready every day to do their best for our students, employees and community.

As you access healthcare services, please remember that the District is self-insured for all medical, pharmacy and behavioral health services. Therefore, spend wisely, whenever you can use generics, see a primary care doctor instead of a specialist. Consider utilizing the services of the onsite Employee and Family Health and Wellness Centers, which includes primary care, lab, x-rays, and generic medications. Co-payments are waived for services provided by the Health and Wellness Centers and generic medications provided at no cost.

Also, visit our wellness page to learn more about the District’s Health and Wellness Initiatives (HWI). HWI include programs to help you lose weight, stop smoking, start exercising, maintain proper nutrition and understand your health and medications. This is all good for the mind, body and wallet.
